Alright, first of all, make sure your computer meets or (I recommend) exceeds the system requirements printed on the box. My computer is pretty next gen and it still has lagging problems when in high texture/high particle areas of the game.
Second, try to find some sort of controller (I recommend either logitech or a PC adapter for PS2 controllers). Use the keyboard to navigate the options/graphics menu. Just plug the controller in the port, the button mapping is already well set.
Lastly, full screen is Alt + Enter Button.
